[ECODP-dev] ODP-228 - Last updated date in footer not consistent between Drupal and CKAN

Darwin/Bert,

Another path , is also caching the value and occasionally update it 
during the day in the memory. Checking periodically if the cached value 
is really updated wouldn't add overhead.
Only thing, is how small we would have this window.
