[ECODP-dev] ODP-228 - Last updated date in footer not consistent between Drupal and CKAN

Hi Darwin,

I think that will create a management issue which is a route I would not
like to go. A drupal admin will not have the system admin rights to change
a config file.
So to avoid this management issue I would stick to the api request.
