[ECODP-dev] New homepage content JSON file

Hi Bert,

As discussed on the call, the example file for the homepage content is
here: https://github.com/okfn/ckanext-ecportal/blob/next/data/home.json

There are only 3 languages in the example, but you can add more with the
appropriate language code.

The CKAN config option to set the path for this is 'ckan.home.content',
have a look at the config file on the test server for an example.
