If the dataset is updated (rather than deleted and then reimported) then
the "added to" field will show the date the dataset was first uploaded to
the portal and the "updated on" field will show the date when the dataset
was last changed. You can see an example here

This means that if all the Eurostat datasets are updated everyday then the
value of "updated on" will always be the current date and the "added on"
field will have the date the dataset was originally added to the portal.
The best way to only change the updated date for items which have changed
is to only import the datasets that have actually changed each day.
