[ECODP-dev] Script for dumping the live database

Hello

That particular dump script not only dumps the database but all the whole
site including all source code and all uploaded files.  This is really
unnecessary if we are just want a backup of the database for this purpose.

The supplied new script needs to be run on the db server as root.
