[ECODP-dev] Follow up on sprint planning call yesterday

Hi Bert,

We can disable the elastic search datastore with just a config change for
now. We can then uninstall elastic search (and the ckan datastorer plugin)
to remove it completely.

This would obviously prevent CKAN visualisations/previewing of data from
being added until after we'd done an upgrade but we're not using them at
the moment.

5 days work is about right for the upgrade to CKAN 1.8.
