In deed Darwin you are right,

There is a misunderstanding though , the specific version of 10, is ESR 
I strongly believe.
And as I have researched there is a seperate branch that is specific for 
organisations like EU, schools, business called ESR.
This one the 10 has patches from the normal 15,16,17,18 raw of usual 
versions.

The purpose is to have a version for big institutes that is not so fast 
changing in numbering. So easier maintainable.

As you stated, off course this is something for further discussion.
