[ECODP-dev] Wireframe for adding translations to a dataset

Hi,

Following on from our call earlier please see attached a wireframe showing
the proposed solution for adding translations via the web interface we
discussed earlier.

With regards to the work required to implement this feature it breaks down
into the following categories

- Back end development - 5 days
- Front end development and design - 3.5 days
- Project management and testing -  3.5
