[ECODP-dev] Link to the EU Open Data mailing list from the portal

Hi Jurgen,

In a recent call with the PO and DG connect on communications they asked
for a link to be added so that people could sign up to the EU Open Data
email discussion list.

I think it would make sense to add this to the bottom of the about page and
the contact form.

I would suggest the copy below as a starting point.

If you are interested in Open Data in Europe you can sign up to the EU Open
Data community email list. This low traffic email discussion group provides
an easy way to connect with other people working with European Open Data
and related topics.
