[ECODP-dev] Help text for URI and name fields

Hi Bert,

Have you been able to come up with some clearer text for this? I think part
of the issue is that the URI field is being used in a way that is now being
used in a way not going to be useful to most data publishers or data users.

As this is going to be a URI rather than a URL that users can browse to we
should probably be hiding it from the dataset page...
