[ECODP-dev] Catalog Record migration

Hello

The catalogue record migration is completed for existing rdf fields.  The
code is now in the master branch of ckanext-ecportal.  The migration
deletes the old catalog record attempt and adds the new one.

Could you please check this is works as expected,  This may be difficult as
lots of the rdf data in test was not encoded properly (as per other
thread).  I have tested it against the live database and it appears correct
there.
