[epsi-coord] contract w Peter on Drupal development

hi Marc, Tom,

in google docs I've shared the draft contract with Peter for his help on the
Drupal development side of things. Can you have a look at it. It's basically
the same as the previous one, except for the descriptions of activities.
He'll bill based on actual work done, with the same maximum ceiling as
before.
