[epsi-coord] Inception Report - meeting of the 10th

Thanks Tom!

I am curious to hear how Juan / Richard look at the Topic Reports coming
Thursday.

In a conversation today her in my hometown on open data I was wondering if
one of the Topic Reports could be on the processes involved in opening up
local government, and using my city as a case (perhaps also use input from
Rennes, Paris, Munich. etc.) Just a thought.
