[epsi-coord] PSI Scoreboard

Dear all,

I have uploaded a version 4 of the PSI Scoreboard.

It now works, and has data for the Netherlands and Portugal. It was quite easy to fill out, but... i realised that all the legal questions need to be formulated in a different way. They now allow for way too much interpretation. Is There anybody who can work with me on this?

Hans, maybe we could do the whole exercise for Belgium and then we can see how you would 'tighten' the definitions...
