[epsi-coord] portugal

Dear all,

As agreed, in attachment you'll find an updated version of the Portuguese
report (clean + track changes version), in which the terminology was
tightened up a bit. I also added references to the informal translation of
the Portuguese LADA act
(http://www.cada.pt/modules/news/article.php?storyid=86), which might also
be useful for expanding the report, if desired.

Hi all

I have only be able to review and add some comments. The report is at a
very good stage but needs more work than I am able to do before my
Holidays. I have attached the commented version.

I am afraid someone else will have to do the rest.

@Ton: I did not yet share for feedback as discussed in todays call with
the Portuguese Guy Ricardo Lafuente <bollecs at sollec.org> not because the
Documents is bad but because it has internal comments and some sections
with irritating content (form other reports).
