[epsi-coord] 2nd Tech Report sent to EC

Hi all,

after incorporating Katleen's feedback (thanks!), I have sent our 2nd tech
review to the commission. I assume Katleen will be discussing the report
with the EC when we meet them early Sept.

Meanwhile perhaps Tom can make sure we start the invoicing process for the
2nd period towards the EC.
