Sure, Helsinki and Tampere shoud meet these requirments. Helsinki has 
hundreds of datasets and plenty of community activity around those. 
Tampere has 20+ datasets and fairly active community 
http://www.facebook.com/groups/opendatatre/ with 76 members and regular 
meetings. Jyväskyä comes behind, having only started the activity now 
with few datasets.
