[EU-lobby-data] draft budget

Hey folks,

yes I don't think it will be a problem to add another 1,000 euros, 
preferably on venue and costs related to events (easier to fit in 
potentially other lines where I have remaining funds). I'll let you know 
if I can put even a little bit more; it's always this headache in FoEE 
of making things fit within the existing budget lines... stupid but...
