[euopendata] Dutch Interior Minister proposes FOIA amendments

Indeed. Which is why I am also happy to read in that letter that the (now
mostly empty) Dutch national data catalogue gets a role in this pro-active
stuff, as does the main website it is incorporated in (which is for human
readable info).

As to all the other things, yes there are a lot of barriers to clear up. The
transition is hard to navigate, and so is creating a new status quo (which
are two wholly separate but often mixed up concepts). And yes, the law and
practice are often quite different.  (However being able to show individual
civil servants (as for lack of central directives, they often decide
themselves on things like licensing, access etc.) what the law actually
says, helps clear up a lot of confusion in conversations.)

But for now, I am perfectly happy to embrace imperfection. Every step that
is taken makes it actually harder for government to not make the next step.
