Reading the document again it becomes clear that Finland is now
viewing the benefits of data when it is used instead of looking at
data as something that should be sold to finance agency work. This is
a major shift and the document outlines a long term approach where the
financing models of some agencies will be changed to lower the barrier
for access to data.

At the same time there are very reasonable arguments for a gradual
shift and provisions to ensure that privacy is protected. It is an
holistic approach that would impress John Seddon himself!
