[euopendata] [psi-workers] Update on pan-European open data competition

I think the idea of a prize for "best dataset opened during the call" is
great to involve PSI holders.

Regarding media partners... I can try in Spain, but in my experience
there is not much awareness regarding opendata. In any case, I can try
