[euopendata] EC VP Neelie Kroes on EU open data steps

hi all,

Commissioner Neelie Kroes delivered a speech yday at the Open Forum Europe
summit that is worth noting.

Some soundbites:

We are going to open up Europe's public sector
Expensive data is not open data
Getting out the data under reasonable conditions should be [..] routine

She talks about the upcoming PSI Review in terms of
clarifying principles
closing loopholes
getting rid of exceptions

She specifically mentions possibly specifying data formats and licenses in
the PSI Directive, as well as doing something about paying for data.

Also in the list of benefits for open data she mentions access to scientific
information, which may point to an extension of the scope of the PSI
Directive (currently scientific info is an exemption).

A data portal for EC data is promised for 2012 (tender just closed), with a
pan-EU data portal for 2013. At last week's PSI Group meeting at the EC in
Luxembourg there was talk of a EU infrastructure for data provision and
services for 2014-2020.

All in all I think her speech contains the outlines of what the EC's advice
to the MS on the review of the PSI Directive will be, that is expected in
Nov/Dec.
I think this is good news.
