Hi Findlay,

I suspect the 2010 data should be available or traceable through OKF and
the people at http://energy.publicdata.eu/ee/

As to buildings and energy usage:

For the Netherlands you can find all buildings in the BAG register at (It
doesn't contain building's usage per se, but does list build dates etc.)
The BAG can be downloaded in full at
http://geodata.nationaalgeoregister.nl/inspireadressen/atom/inspireadressen.xml(zip
file itself at
http://geodata.nationaalgeoregister.nl/inspireadressen/extract/inspireadressen.zip)

Industrial energy use I don't think is available for the Netherlands. The
small users data is available at postcode level (which can be matched with
the BAG above), from Liander, the company that runs the electricity and gas
network infrastructure. The data can be found for 2009 until now at
http://www.liander.nl/liander/campagne/open_data.htm in CSV files.

hope that is of use to you

best,

Ton Zijlstra
