[okf-coord] new okf-coord list

There are currently 3 people on this list:

Martin Keegan (martin I hope you don't mind being subscribed)

Coord is to be the informal, and one day probably formal, board for the OKF 
and the OKF Network (okfn). Thus its purpose is to be administrative and to 
deal with legal/governance stuff *not* to run projects, make policy, develop 
tools.
