[okfn-coord] introduction to this list

This is a closed list for those who are part of the OKF executive board. 
  Up until now it has hardly been used as there has been little or no 
need for it. However it is now come to point where such a list is needed 
that is not public and where OKF issues, administrative and otherwise, 
can be discussed in private.

I would like to emphasize that everything that can be will be kept on 
the main public discussion list. However there are a variety of matters, 
particularly those related to finances, fund-raising, that cannot always 
be discussed publicly (or at least not until decisions have been taken). 
A closed list also allows for opinions to be sounded out with a freedom 
that might not be possible on a public list (e.g. QU: what do you think 
of X? ANS: He's a completely useless ...).
