I've put an application for the Hewlett Foundation on the board wiki, as 
I've been meaning to do for ages:

It would be great to get input, particularly on how we approach 2. and 
4., and on anything to do with 5.:

   2. Please summarize the problem you are addressing and the proposed 
work to be performed.
   4. How does the proposed work address the problem?
   5. What is the work's expected budget?
