[okfn-coord] MOU for farmsubsidy.org EU Transparency work

Here's the MOU for the EU Transparency work for farmsubsidy.org. Seems
fine to me (except for misspelling of my name). If no objections by
end of today will confirm with Jack.

Jonathan will be the one doing this work (perhaps with some assistance
from me). He will be paid £175 a day with the remaining £100 going
into OKF general funds.
