[okfn-coord] Board membership renewal

Martin has kindly drafted a note about Board membership renewal!

"A director shall retire from office on 31 May of any year unless he
has given to the other directors written notice of his contrary
intention not more than thirty clear days before that date. Where such
retirements would reduce the number of directors below three, the
non-notifying directors whose retirements shall take effect shall be
those who have been longest in office since their last appointment or
re-appointment but as between those who became or were reappointed on
the same day those to retire shall be determined by lot unless they
otherwise agree amongst themselves. Directors notifying of their
intention to continue in office shall be deemed to have continued in
office rather than to have been reappointed."
