Below is email from Simon at AidInfo in response to my email
yesterday. It seems they don't even need the full report by start of
June, just a "rough draft" or even just "thoughts (I assume a proper
report would be expected by August/Septermber).
I think we can easily produce rough draft/thoughts by end of May (this
won't be more than a few days I think) I think we can pencil in a
definite yes.
Unless anyone objects I will therefore arrange to speak with him early
next week to firm up details (like exact time commitment + money)
which I will then report back here before making any firm commitment.

Re: timeframe, I don't need anything too substantial by early June,
just some initial thoughts and ideas to take into workshop discussions
(not a report)
It would be good if we could discuss this next week (any day except
Tuesday works for me) - and would be ideal if we could arrange a
meeting to discuss further before June (w/c 25th is best from my
perspective)

Sorry to not reply sooner -- we've been rather busy this week due to
our involvement with the EU Data Transparency Summit
(http://wiki.okfn.org/ckan/eutransparency/).
We're very interested what the proposal and are just in the process of
talking this over internally. Our only difficulty at the moment is the
timeframe which is quite tight! I can promise we get back to you with
a fuller answer by early next week. Does that sound OK?
