[okfn-coord] Draft annual report 2008-9

Well done Jonathan. I think this already looks great. The only "major"
change I would suggest is the addition of a few images which I think
seems to have a major positive impact on many readers.

In addition there are some minor things we could add (CKAN v0.7),
Alpha launch of weaving history in April (in development since
Winter/Spring 2008). However, htese are very minor and it will not
matter much if they are omitted.
