[okfn-coord] Estimate for work funded by Open Society Institute?

Update: as we have to move quickly on this I've contacted Helen with
comments on proposal document and asking about matching their budget.
I guess it would be useful to have a quick whip around to see who
might be interested in working on this. Becky, Jordan, Rufus? (I am
happy to do most/all of the work on this if others don't have enough
bandwidth...)
Given that this will inform OSI strategy in this area I think its
potentially of quite high strategic important to the OKF. In terms of
vision, imagine we could have something like a basic template of
technical infrastructure for open government data - consisting of
something like 'What Do They Know?' + 'Is it Open?' + CKAN - to make
it easy to request, find and browse official datasets. Also would be
great to combine expertise of FOI campaigners with legal/technical
expertise of OGD crowd!
