[foundation-board] OKF Accounts update

The OKF's accounts are now being kept in xero. As explained previously
board members can access the xero accounting system using:

password: board-password

I suggest you then look at Reports -> Balance Sheet -> Published and
look at the 14 Dec 2010 Balance Sheet.

I have added some explanatory notes to this but will say more at the meeting.
