[foundation-board] Proposals re contract signoff and payment authorisation

Dear Board

Rufus has suggested I request resolutions from the board so that:

* I have authorisation to make payments for the OKF. Specifically if I could do the contractor payments it would help keep me in the loop of cash flows there.

* On a related note, that I have the authority to sign contractor agreements on behalf of the OKF.

Would these proposals be agreeable to the board?

If so I think I need a form to fill out from Barclays?
