I'm pretty sure this link was posted publicly somewhere (the doc is

Not at the moment. But the simple answer is the project lead
(currently me with Friedrich Lindenberg as dev lead) would decide
regarding expenditure. We are running bi-weekly community meetups to
try and engage with the wider community and that info passes into what
we prioritise. We also send details to the list and solicit feedback
regarding each 2 week sprint.
