[foundation-board] Omidyar regranting situation

Jason has been in touch with Stephen King at Omidyar, and their legal
advisors have said:
'OKF can subcontract with third parties (individuals or entities) to
accomplish OKF's goals and work, as permitted in Section 3 of the
agreement. However, they cannot give away the money to third parties
for the third parties to do whatever they please. There is some gray
area, but if OKF is furthering its mission by subcontracting with its
chapters, then that should be permitted. It would be helpful if the
subcontract looked like a subcontract (e.g., chapter x will do 1, 2
and 3, and will provide deliverables x, y and z).
OKF would then report the use of such funds to us in their expenditure
responsibility reports.'
Do we need anything further from them on the regranting question?
