[foundation-board] OKFN-DE funding proposal take two

I'm getting emails or skypes at least daily from OKFN-DE asking for updates
and for news of when a decision will be made, saying there are OKFN-DE
people sitting around unable to plan without this news.  I can keep saying
"please keep waiting" but that must be getting stale.

I'll wait for further agreement here before emailing, then.
