[foundation-board] OKFN-DE funding proposal take two

Dear All,

Given that I, Laura and Kat are all happy with the general direction
of OKFN DE and their achievements and the importance of moving this
forward I suggest that:

a) Laura will email OKFN DE approving Frag Den Staat under the seed
funding programme. We will attach the proviso re monthly contact.

b) Re the other part of the item (which added in means we exceed the
seed funding limit) we will wait on final response from remaining 2
board members.
