[foundation-board] Swiss chapter application update

Hi Guys,

Wondering if there was an update here from your meeting. This is a
reasonably urgent matter now as we want to get back to chapters asap
(who have been pretty prompt in corresponding with us).

@Jordan: this is somewhat waiting on you because you are something of
the expert here and had many of the questions earlier.
