[foundation-board] Year End December 16 - Final Draft Accounts for Board Review

Hi all,

Please find attached the YEDEC16 Accounts prepared by Buzzacotts.

These need to be reviewed by the board, with any queries sent back to
myself on or before Friday 15th September, so there will be time to
raise the queries with Buzzacotts.

The final accounts are required to be signed by Tuesday 19th September.

If there are any issues with the timeline, please let me know, so I
can talk to Cassandra in finance about it.
