[foundation-board] OKI Board: change of email address for Board

Dear all,

The email address Board at okfn.org will now supersede the older
foundation-board at lists.okfn.org.

This is because Mailman remains insecure from a GDPR compliance
perspective, and Mailman is an external provider who manages the data
themselves whereas OKI manages Google Groups directly. (It's also good to
move away from one of the few remaining instances of 'foundation', or 'the
F word' as I termed it post-rebranding...).

I have sent this message to both email addresses in order to ensure you get
this message, and will send through the minutes for your review only to the
Board@ address within the next 2 minutes - please alert me asap if you have
not received the emaiil.
