IMHO:
The OSM license must defend the work of the community.
The data created inside osm come from different contributors.
In my point of view all the government data must be without
the "share a like" restriction but, in the case of community
data (and OSM is the best example), the "share a like" restriction
can be good to protect the community.

PS:
osm changes the license from cc-by-sa to odbl in april
