[iRail] Publishing Transport Data

Hi everyone,

I did a quick write-up of how I see how one should publish transport
data as open data. I would be very happy to hear your feedback as I
would like to use this point of view to use at INFRABEL, De Lijn, and
smaller transport companies (cfr taxis, parkings...).

There are some possible projects coming up which would allow us to hire
people at iRail. Yeri and I are doing our very best to get everything in
place.
