[kforge-dev] WikiFormatting edited by visitor

Last night I changed the kforge permissions for trac services to allow 
updating by 'visitor' so that non-project members (including visitor) 
could do updates (such as creating new tickets). The result: we 
immediately got spammed.

I am now changing this back for the time being so that only project 
members will be able to edit trac stuff. In the long run the better 
solution is to propogate the KForge roles and associated permissions 
into the subsystem application (moin/trac) where that makes sense (for 
svn our basic create/read/update/delete is sufficient).
