Updated kforge to use new simplified configuration setup as per dm changeset 35 [a] and made associated changes. 

  * trunk/INSTALL: update install instructions to remove reference to service 
  * trunk/src/ckan/url.py: deleted as not used by ckan (kforge-specific) 

    * trunk/src/ckan/builder.py: removed loading of [UrlBuilder?][1]

  * trunk/src/ckan/dictionary.py, trunk/src/ckan/dictionarywords.py: remove www.reload_apache, www.no_reload_apache project_dir_path (not used by ckan) 
  * trunk/etc/ckan.conf.new: inserted plugin_data_dir to sync with [a] 
  * trunk/src/ckan/filesystem.py: reduced to a stub as all content was a holdover from kforge 
  * trunk/src/ckan/cli/admin.py: set system_name to 'ckan' in [UtilityRunner?][2]
