Updated kforge.utils.db model to use dm.util.db (see dm changeset 40 [a]). 

  * trunk/src/kforge/utils/db.py: as stated 
  * trunk/src/kforge/utils/dbtest.py: run this test directly using unittest.main() as will not run through kforge-test 
  * trunk/etc/kforge.conf.new: added new create/delete db commands as per domainmodel.conf.new in [a] 
  * trunk/src/utils/upgrade.py: updated old upgrade functions (0.10 to 0.11) to reflect new kforge.utils.admin and new kforge.utils.db. Not entirely sure about doing this as didn't update 0.9 to 0.10 upgrade functions but felt this was necessary as 0.10 to 0.11 stuff was using imports of (now) non-existent objects (so without changes module would have been completely broken).
