There is quite a bit of non-package data (templates, example config etc) which is not well handled by setuptools (we'd need to write our own custom post-install script and still have to use our setup_helper.getDataFiles to collect the data files together). Our current distutils based approach **works** and so for the time being I suggest this be left as it is.
