Create a proper functional test for the home page and create a [TestControllerTwill?][1] class as a base for these controller tests. 

  * trunk/ckan/tests/init.py: 

    * [TestController?][2]: remove unittest.[TestCase?][3] based [TestController?][2] as causes problems for py.test 
    * [TestControllerTwill?][1] create this base [TestController?][2]

  * trunk/ckan/tests/functional/test_home.py: use [TestControllerTwill?][1] and add some substance to the test
