Add (currently empty) package controller along with basic test. 

  * trunk/ckan/controllers/package.py: new controller 
  * trunk/ckan/tests/functional/test_package.py: simple test that we have a page 
  * trunk/ckan/tests/functional/test_home.py: new test for Packages link 
  * trunk/ckan/templates/layout.html: change Packages link to link to /package/ rather than /packages/
