Remove old unused material related to access control in apache config building. 

* src/kforge/apache/apacheconfig.py: remove canRead, canUpdate, authoriseActionObject methods on [ApacheConfigBuilder?][1] which are unused since [r753][2]. 

* src/kforge/plugin/apacheconfig.py: remove method to rebuild and reload apache config if changing memberships of visitor (only relevant when using the old pre [r753][2] set up which put some access control in apache config file.
