if test was only "if is_admin then move to /project/<project_name> else move
to /<project_name>", I think it is not sufficient. As if you're the admin of
the project, you do not necessary need to go to the "admin panel" of the
project. That why I think that a new link like "Manage Project" makes sense
and solve most of the problem. You only need to check that user has enough
right to display link and give access to it. No redirection issue (or at
least less redirection issue).
We could perhaps develop the list into a table, and provide secondary
